SULPiTER - Sustainable Urban Logistics PlannIng To Enhance Regional freight transport

Transport is the second largest energy-consuming sector, with a 32% of share of final energy consumption.  The European Commission has set the ambitious goal of CO2-free city logistics by 2030. This does not only call for public policy actions, but for a shift in the paradigm of policies. 82% of Europeans will live in cities by 2050, therefore urban freight issues need to be tackled in the perspective of functional urban areas (FUAs), taking into consideration the functional transport and economic relations between inner urban centres and the surrounding urban territories. This is how policies will achieve impacts through territorial and economic development of central European urban areas.

SULPITER will support policy makers in improving their understanding of FUAs freight phenomena in an energy and environmental perspective.
The project will enhance their capacity in urban freight mobility planning in order to develop and adopt sustainable urban logistics plans (SULPs). Policy makers in Bologna, Budapest, Poznan, Brescia, Stuttgart, Maribor and Rijeka will engage, in cooperation with further local, regional and national non-partner authorities and with technical partners.

They will work on transnational policy capacity building, and on the development of transnational analytical and governance tools, resulting in improved and adopted policies for the future energy and environmental sustainability of freight transport in central European FUAs.

MODULUSHCA was about a new concept for logistics operations. The project addressed the Physical Internet vision (PI), which proposes to use a new framework of interconnected logistics especially designed for open resource sharing, notably thanks to open standard on load units, real time identification and routing through open facilities.





The purpose of the SETRIS project was to deliver a cohesive and coordinated approach to research and innovation strategies for all transport modes in Europe. SETRIS sought to identify synergies between the transport European Technology Platforms’ (ETPs) strategic research and innovation agendas (SRIAs) and between these and relevant national platforms. The 5 ETPs were:

1) ACARE (Advisory Council for Aviation Research and Innovation in Europe),

2) ALICE (Alliance for Logistics Innovation through Collaboration in Europe),

3) ERRAC (The European Rail Research Advisory Council),

4) ERTRAC (European Road Transport research Advisory Council) and


SETRIS aimed to develop a framework for long-term cooperation between actors from all transport modes, to facilitate the delivery of a truly integrated transport system.



CORE will demonstrate how a powerful and innovative Consistently Optimised REsilient ecosystem implementation, integrating interoperability, security, resilience and real-time optimisation can produce cost effective, fast and robust solutions that will guarantee the efficient and secure transit of goods through the worldwide Global Supply Chain system.

CORE will show how protecting and securing the Global Supply Chain, and reducing its vulnerability to disruption (whether caused by natural disasters, terrorism or other forms of undesirable or illegal activity), can be done while guaranteeing the promotion of a timely and efficient flow of legitimate commerce through the European Union (EU) and other nations around the world. CORE will demonstrate that this can be done while at the same time offering tangible benefits to involved stakeholders (transaction, transport, regulatory and financial operators), thus facilitating its adoption by commercial entities.


e-Impact project aims at implementing 4 e-Freight market-ready pilot applications in 3 corridors of the TEN-T Core Network. These pilot applications will include different types of solutions, including:

-    Information systems to enable / enhance Europe-wide and multimodal freight transport and logistics planning and management integration with traffic management systems
-    Multimodal journey planners for freight
-    Tracking and tracing tools
-    Intelligent cargo applications
-    Tools for the implementation of single transport documents
-    IT infrastructures supporting information exchange and user authorisation / authentication: e-Freight connectivity infrastructure
-    Support for interoperability between different standards
The e-Freight pilot applications will be associated to Core Network Ports, their respective port and logistic communities and also the multimodal links to the 3 Core Network Corridors involved. The ports are Trieste (Italy), Leixoes and Lisbon (Portugal), Gdansk, Gdynia, Szczecin and Świnoujście (Poland).

The Polish Business Case will demonstrate an Information system for synchromodal operations in ports.
The core activities of the Business Case are focused in developing synchromodal operations in the Baltic/Adriatic Corridor, namely on the Polish Sea Ports.
The objective of the Business Case is to establish an e-Freight pilot that enables proper ICT integration at port level and at multimodal service integration level, including the adoption of capacity publishing/sharing between inland terminals/terminal operations. The e-Freight pilot will also handle paperless reporting to authorities. With this system in place, all parties involved (logistics service providers, shippers, authorities, port administration) will use e- Freight Framework standards. The e-Freight pilot will aim to facilitate concurrent planning and execution management information between the ports, inland terminals, and rail services.

Hub Harmony

HubHarmony aims to develop a better understanding of sustainable transportation systems, through harmonization of operational procedures and services offered at multimodal hubs. It seeks to improve seamless hub operations and get synergies from the global hub network.
These goals are achieved by the development of a harmonization benchmark for inland multimodal hubs and the analysis of the impact of future value added services on the local economy and the development of inland multimodal hubs.
The project work encompasses container terminals, barge terminals, city terminals, dry ports, freight villages and consolidation centres and warehouses.
The HubHarmony project makes use of a harmonization benchmark - a scoring system, which enables an evaluation of the harmonization level of operational procedures and the service offer in inland multimodal hubs. Operational procedures include hub technologies, business processes as well as administrative aspects and services include both, current services and potential future services.
The harmonization benchmark will enable logistics operators to plan the development of hubs and strengthen its corporate identity. Moreover, it will enable to monitor the progress of harmonization and to collect valuable data for future policy actions. HubHarmony will give insights into future dynamics and will indicate upcoming needs of logistics infrastructure with a focus on interoperability and harmonization of inland multimodal hubs.


CLOUD develops an ecosystem with services & applications for ALL transport and supply chain stakeholders which aims to improve the supply chain management over door-to-door operations. These operations include:
-    Sourcing, Booking & Planing of logistics services
-    Planning of trans-european logistics chains including first/last mile optimization
-    In-transit Execution Management
-    Tracking and Monitoring (Visibility)
The ecosystem is based on a virtual Logistic Single Window (LSW). It supports a federation of community platforms. The platforms demonstrated in a project include a Central Booking Platform enabling to find, book and execute the best intermodal solution, Mix Move Match – a cross-docking solution and a transport management system. The LSW brings together value added services from different angles: from end-to-end logistics chain management to operational systems focussed on resource optimization for individual modes and/or hubs.
Realization of the project objectives will allow logistics and supply chains to develop towards  a cheaper and more efficient, but at the same time a more customized and service-oriented sector, supported by a full integration and synchronization of processes between involved parties and transport assets.

North Sea Baltic Connector of Regions (NSB CoRe project)

The NSB CoRe project aims to improve the sustainable accessibility of the Eastern Baltic Sea Region (EBSR) to freight and passenger transport. The project will contribute to the EU TEN-T Transport Infrastructure Policy, that connects the continent between East and West, North and South, by taking its implementation to the regional and local level connecting the TEN-T core network corridor (CNC) of North Sea Baltic to its catchment area and access routes in EBSR.

The project will implement the TEN-T Policy from a regional development perspective and bring the needs of peripheral regions to the CNC context.

Logicon (FP7) is developing, simple and pragmatic targeted solutions for data exchange in trade and logistics for SMEs that support digitisation of document exchange reducing the number of errors and time of information delivery.

Logicon provides to transport SMEs access to Logistic Platforms, from the sophisticated ones to simple ones:
-    by developing secure lean data exchange replacing proprietary and manual solutions,
-    by demonstrating the solution as simple, transparent, easy to use, reliable,
-    by enabling the adoption by SMEs as bridge towards collaboration platforms.


e-SENS: Electronic Simple European Networked Services


The aim of the e-SENS project is to facilitate provision of digital public services in EU.  It will develop efficient, high quality public services based on a European standard infrastructure. e-SENS will consolidate, improve and extend the efforts of large-scale pilots that have already been launched - e-CODEX, epSOS, SPOCS, STORK, PEPPOL - by facilitating access to health care, judicial systems, public procurement and business set-up in Europe. Generic and re-usable solutions of the project will provide opportunities for developing public services in numerous areas of eGovernment. Nearly 100 partners representing 20 European countries,  including Norway and Turkey make up the e-SENS project. Furthermore ETSI (European Telecommunications Standards Institute) and OpenPEPPOL significantly contribute to the project.

ESSENCE – Easy Services to Shape and Empower SME Networks in Central Europe

To remain competitive and energy-efficient, small- and medium-sized enterprises SMEs need access to the kind of sophisticated logistics systems that global corporations use.

But such systems are usually beyond the resources of SMEs. ESSENCE seeks to establish a free ICT network that let SMEs manage logistics and optimize their supply chain by designing their own business networks.

Project pilots will explore the use of customized eServices that give logistics support to individual SMEs.

SMEs can see a chance in improving their competitiveness and their international performance by exploiting the ESSENCE ICT network.

Scientists will also be attracted from the possible exploitation of the ESSENCE network to commercialize research results and to establish partnerships with the entrepreneurial world.

Partner institutions’ employees and their networks, (intermediaries, multipliers, innovation agencies, etc.) can be interested in improving their network and experiment cooperation by make use of existing and new knowledge more efficiently.

Policy makers and indirect beneficiaries can see ESSENCE as an innovative project that tackles the logistic sector, and helps policy makers to integrate results and recommendations into local Policie. It will allow decision makers to learn from other experience and to import the best actions available on the market.
